PURPOSE OF POST:
Under the general
guidance of the Chief, Nutrition and Food Security Section, the incumbent is responsible
for the development, planning, implementation, monitoring and evaluation of the
Programme Coordination and Information
System component of the sectoral programme.
Main
Duties/ Responsibilities:
·
Ensures the preparation of the situation analysis related to
Nutrition and Food Security programs and its periodic update. Prepares sectoral input to the Country Programme Recommendation (CPR) and all
related documents, (e.g., Plan of Operations, Project Plans of Action, Country
Programme Summary Sheet, Programme Summary Sheet), for assigned programmes/
projects
·
Work with federal and regional Disaster Prevention and Preparedness
Agency (DPPA), Food Security Bureau, Ministry of Health (MOH) and Ministry of Water
Resources (MOWR) to identify and select relevant and timely data and
information on early warning and nutrition indicators. This will entail: (i)
the preparation of early warning proposals, (ii) work closely with DPPA, MOH, MOWR
at regional and federal levels to tailor the Early Warning and Nutrition
Information Systems (EW/ NIS) to meet the needs of Early Warning and Nutrition
Working Groups (EW/ NWG) and Sectoral (Health and Water and Environmental
Sanitation) Task Forces at federal and regional levels; (iii) assisting the
development of plans of actions and continuous assessment and analysis towards
ongoing refinement and strengthening of EW/ NIS; (iv) continuous consultations and
review with UNICEF programme sections, linked to both Nutrition & Food
Security section office-wide disaster preparedness and response strategies

Supervise the Emergency Nutrition Coordination Unit (ENCU)
at federal and regional levels and ensure that they and UNICEF are adequately
fulfilling their nutrition cluster role and responsibilities. Ensure
continuity of funding for this structure and lead the transition of the ENCU
functions into the National Nutrition Programme
·
Work as the key technical expert on providing technical
assistance to DPPA, MOH and MOWR in the improvement of multi-sectoral early
warning data analysis. This will involve assisting DPPA in the monitoring of
real data coming from woreda, examining weaknesses and inconsistencies in the
data and checking quality, exploring links between different types of data,
presenting the data such that it is accessible (e.g. trend analysis over
several months or comparing previous years; juxtaposition of two or three
indicators) to show trends

in relationships to demonstrate the system of analysis. Then
take the initiatives to enable DPPA develop this system into guidelines for
inter-sectoral data analysis for use at woreda and regional levels, and to
prepare another guidelines on interpretation of information
·
Provide support to disaster preparedness/ response and other
emergency activities particularly those related to DPPA’s emergency appeal, UNICEF/
DPPA nutrition cluster leadership, sectoral offices non-food contingency
planning/ responses and transition programs. Participate in joint Government/ UN
special assessments of disaster areas where acute threats to the wellbeing of
children and women exist

Reviews and evaluates the technical, institutional and
financial feasibility and constraints of early warning and nutrition
information system in coordination and collaboration with government and other
partners. In collaboration with the ENCU, design and implement a nutrition database
that compiles available nutrition related information, including early warning,
enhanced outreach strategy (EOS), health, water and environmental sanitation
data, including determining an appropriate software platform

Participates in the formulation and development of the
nutrition and food security programme goals, strategies and approaches for the
UNICEF plan of cooperation. Plans, implements and monitors the food security
activities
·
Establish and maintain contact with UN agencies, NGOs and
CBOs to promote and strengthen the coordination of early warning and nutrition
data collection, analysis and sharing of information in order to ensure
adoption of child-based early warning and nutrition indicators
·
Liaise in-house with health, WASH, child protection/
HIV/AIDS and education sections to coordinate and monitor the dissemination of
early warning and nutrition data including, as conditions warrant, development
of indicators for triggering response to impending disaster. Attend project
review and related technical cooperation meetings, undertake follow-up action
related to programme implementation and monitoring

In consultation with partners conduct data analysis using
EPI-INFO, SPSS, GIS, DevInfo, etc. and output results in the form of tables,
maps, charts and other reports; monitor trends and resolve data discrepancies as
necessary; establish methods and procedures for sharing electronic data sets
with a broad range of partners
·
Plan and undertake frequent field visits to review UNICEF
assisted early warning and nutrition information system project activities,
assess local conditions and resources, and monitor UNICEF inputs. Communicate
with federal and regional counterparts on project effectiveness

QUALIFICATIONS:
Academic:
·
Advanced university degree in Social Sciences or a related
technical field.
Work experience:
·
Eight years progressively responsible professional work
experience at the national and international levels in programme planning,
management, monitoring, and evaluation, in Nutrition Information System, Food
Security and Nutrition Emergencies
·
Work experience with the UN in Nutrition Emergencies and
Nutrition Cluster Leadership is an asset
LANGUAGES:
·
Fluency in English and another UN language required. Knowledge of the local working language of
the duty station is an asset.
