PURPOSE OF
POST:
Supports Chief of Field Office, Jijiga (Somali
Region) in the management of operational functions in support of the country office
programme.
REPORTS TO:
Chief Field Office, L-4
Main Duties/Responsibilities:
- Certifies and confirms operational
transactions through the interpretation and determination of applicable
policies, procedures, rules and regulations, (e.g., Cash accounts,
disbursements within authorized limits, contractual agreements, personnel
administration, purchase of supplies and equipment). Approves operational transactions within
established limits.
- Monitors compliance with all the
operational systems and procedures.
Establishes relevant internal controls. Ensures accuracy, promptness and
appropriateness of information, and reports to the Head of Office.
- Analyzes the work processes and
propose revisions as improvements necessary for transactions between the
Jijiga and the head office in Addis
Ababa – also between the Jijiga office and the
other offices in the Somali region.
- Maintain lists of expendable and
non-expendable properties (administrative and/or programme supplies). Ensure that procurement is made
according to organization's rules, regulations and procedures.
- Manages the UNICEF Guest House in
Jijiga, ensures maintenance of premises, security of staff, office
premises, equipment and supplies.
- Identify the requirements for the
UNICEF office, guest houses, and Rubb hall land and furnish those
locations with locally and off shore procured supplies (furniture and
equipment). Conduct surveys of the
local market and share the results with UNICEF head office quarterly.
Identify items non-available locally and work towards the required support
from supply section and Operations in country office to ensure their
delivery to the zonal office.
- Under the guidance of the Chief, Field
Office, manage the utilization of UNICEF resources and equipment
(vehicles, Operations staff etc.) to ensure proper support to programme
implementation: establish work processes and systems to support this,
ensuring UNICEF procedures are followed.
Develop the transportation system by: a) putting in place a schedule for the
use of vehicles b) Monitoring
the drivers' overtime. c) Implement the monitoring system for the vehicles
(fuel consumption, maintenance, etc.) d) Upgrading the performance of
the transport staff.
- Provide operational support to the 3
feeder Offices in the region in terms of transport management and Office
set up, and any other operational task that may emerge.
The selected candidate is expected to take
decisions on the appropriate application and interpretation of rules,
regulations, policies and procedures, and small financial transactions and
disbursements, within established limits, which affect the efficient delivery
of accounting and financial services to the Office.
The incumbent receives minimal supervision and is
expected to discuss important issues and courses of action, and guide the Chief
of Field Office when exceptional measures are necessary.
QUALIFICATIONS:
ACADEMIC:
·
University
degree in Business Administration, Management or a
related field.
WORK EXPERIENCE:
·
Minimum
two years of progressively responsible professional work experience in Finance Management and Office Administration.
LANGUAGES:
Fluency in English and another UN language is
required. Knowledge of Somali language is desirable.
